BVIBritish Virgin Islands
Still the world's most widely used offshore jurisdiction for holding companies. Post-2023 economic substance and beneficial ownership reforms have raised the maintenance bar, but for clean holding structures with clear treaty-exempt income, the BVI remains highly efficient.
MTMalta
An EU member state with a participation exemption regime that makes it particularly useful for European investment holdings. Banking access has improved since 2021. Substance requirements are enforceable but manageable with a proper local director and meeting protocol.
CYCyprus
A 12.5% corporate tax rate combined with an extensive treaty network and an EU legal framework. Cyprus works well as an intermediate holding layer between a low-tax offshore entity and EU operating companies. Requires genuine substance — nominee-only setups are increasingly challenged.
AEUAE (DIFC / ADGM)
Zero corporate tax in designated free zones, world-class banking infrastructure, and a growing treaty network. Ideal for founders relocating to Dubai who want a compliant structure aligned with their new residency. Substance requirements are real and actively monitored.
SGSingapore
Asia's premier financial centre. Strong treaty network, transparent regulatory environment, and excellent banking access. Particularly suited to clients with Asia-Pacific trade flows or investment interests. Higher setup and substance cost than Caribbean options, but the reputational premium is substantial.
SCSeychelles
A cost-effective option for asset-holding structures where banking is handled elsewhere. Seychelles has updated its beneficial ownership framework and is no longer the opaque jurisdiction it once was, but it remains a practical choice for simple holding layers with low transaction volume.
